Registration Form - Cooperation Between CSOs and State Institutions: Efficiency and Effectiveness of the Councils for Cooperation in the Enlargement Region, 17-18 June 2021

In the framework of the EU-funded Technical Assistance to Civil Society Organisations in Western Balkans and Turkey (EU TACSO 3) project, we are pleased to invite you to participate to the P2P on-line event under the title: “Cooperation Between CSOs and State Institutions: Efficiency and Effectiveness of the Councils for Cooperation in the Enlargement Region” that will take place on 17 and 18 June, 2021.

Aiming to discuss the needs and benefits of cooperation of the CSOs with public authorities and particularly to share the current practices, a regional P2P event dedicated to the functioning of the Councils for the development of civil society and cooperation of public authorities and CSOs will be organised. The purpose of the event is threefold:

  • To provide space for sharing experience of the Councils members across the region;
  • To discuss the effectiveness and efficiency of the Councils;
  • To learn from best practice examples and become familiar with the current trends of civil dialogue in the Enlargement region and the EU Member States.

The four main topics of discussion will include:

  • General overview of the mechanisms for the cooperation of CSOs and state institutions with a focus on the need for CSO-state cooperation; practices in Europe and globally; alternatives mechanisms for dialogue to the Councils; role of Governments as the central institution for cooperation; practices in dialoguing with Parliaments; practices at the local level, etc.
  • Scope of their work: Mandate and leadership – effectiveness and efficiency of the Councils that will open the discussion on the primary duties and task of the Councils (scope of work); what is the key role of the Councils; success factors for cooperation; effectiveness and efficiency of the work undertaken by Councils.
  • Selection process, members, ownership and competencies (by both: CSOs representatives and state institutions) with focus on general composition of Councils; procedure and criteria for the selection of CSOs representatives; transparency and inclusiveness of the process; state institution members; experiences at the local level;
  • Transparency and communication towards civil society and needed resources for effective work with a focus on the official channels for communication and informing the public of Council’s work; public availability of the agendas and minutes from the Council meetings; forms of communication, coordination and consultations of CSOs representatives with the rest of civil society, especially those elected by them etc.

The on-line event will gather up to 60 representatives of CSOs and public institutions, mainly members of the Councils for cooperation in Albania, Bosnia and Herzegovina, Kosovo*,Montenegro and North Macedonia as well as CSOs working on the topic and relevant public institution representatives from Serbia and Turkey. Moreover, experts will present state of play and lessons-learned from EU Members State and the Enlargement region.

The event will take place on-line on Thursday and Friday, 17-18 June 2021.
